Ulfgar the Unending is an Ancient Nord hero, and one of the ghosts who now reside in the Hall of Valor in Sovngarde. He was on Solstheim during the Bloodmoon. He had been trying to find the entrance to Sovngarde, but needed to die in honorable combat to get in. The Nerevarine accepted his challenge and fought him to the death, allowing him to ascend to Sovngarde with his friends.
