If the Dragonborn speaks with Haran, one of the innkeepers at The Frozen Hearth, she will mention that Ranmir has not paid his bar bill in a very long time. The Dragonborn can then offer to speak with Ranmir about the tab. Ranmir will either be in the inn, or at home at his sister's shop, Birna's Oddments.

If the Dragonborn's speech skill is sufficiently high, a simple talking-to will suffice. Otherwise, intimidation might be necessary. Or a more costly offer to take on his tab for 641 
(at L59).
Tell Haran that Ranmir is taken care of[ | ]
Resolving the issue will make Haran very thankful.
