Initially she will be found south-south-east of the Darkfall Cave near an unmarked Dwemer convector.

Completing Ancient Technology quests for her, lets the Dragonborn learn how to forge crossbows (under "Steel"), various bolts, and even Dwarven Crossbows. Soon after, she also begins to sell the items (crossbows, bolts) the Dragonborn has retrieved the schematics for.
