RefugeesRest — Refugees' Rest

Refugees' Rest is a ruined Imperial tower which has been taken over as a lair by Frost Trolls. It is located due east of Traitor's Post on the road leading east from Windhelm.

Inside the tower are copies of The Firsthold Revolt and Ancestors and the Dunmer. Outside the tower is a pedestal with a Decree of Monument.
