“I am to deliver a message to the Jarl of Whiterun. It's time for him to pick a side in the war.

There is an equivalent quest if the Dragonborn joins the Imperial Legion. Note: You must have completed the quest Dragon Rising in the main quest before being able to complete this quest.
Walkthrough[ | ]
The city of Whiterun is of strategic value to both the Imperials and the Stormcloaks. After giving him the Jagged Crown, Ulfric Stormcloak decides that it is time the Jarl of Whiterun decided whose side he is on, and sends the Dragonborn to find out. He then instructs the Dragonborn to deliver a message to Jarl Balgruuf.
Deliver message to the Jarl of Whiterun[ | ]
The Dragonborn then travels to Whiterun and finds Jarl Balgruuf inside Dragonsreach and delivers Ulfric's message. By handing over Ulfric's War Axe.
Wait for the Jarl's response[ | ]
Jarl Balgruuf then converses with Irileth and Proventus Avenicci for a brief period of time, and then decides to side with the Imperials in the civil war. He gives back the axe, and asks the Dragonborn to return it to Ulfric Stormcloak in the Palace of the Kings located in Windhelm, to signify that there is to be war.
Deliver axe to Jarl Ulfric[ | ]
Ulfric will be disappointed with Balgruuf's decision to side with the Empire. Galmar on the other hand is ready for a war on Whiterun.
Wait for orders from Jarl Ulfric[ | ]
After this, Ulfric Stormcloak initiates the quest Battle for Whiterun.

- Did he now? The man is persistent, I'll give him that.
