Although fishing rods can be seen in the world of Skyrim, they cannot be used, so fishing requires that the Dragonborn simply wades into a body of water and "takes" fish in the same manner as flowers are picked.
One exception is Slaughterfish which require the use of a weapon as they are classed as monsters.
