Deeja is a the sister of the shifty Argonian, Jaree-Ra. Prior to the Lights Out! quest, she can be found on the Red Wave or the East Empire Company Warehouse docks.
Initially she is very tight-lipped, offering "a knife in the belly", if the Dragonborn does not stop talking.
