Aranea Ienith can be found at the Shrine of Azura on a mountain top south of Winterhold. Talking to her starts the The Black Star quest.
When first visiting the shrine, she is not at all surprised to see the Dragonborn, knowing that in her visions granted to her by Azura, this was fated to happen. She is the last one to hold out at the shrine.
After The Black Star, should the Dragonborn have sided with Azura, she will mention that she no longer can hear Azura, and that that makes her feel lonely for the first time in her life. She then offers her services as a follower to the Dragonborn.
