Skald the Elder is the Jarl of the Pale. He can be found in The White Hall.

Quite a few of his subjects are less convinced that the Jarl has ever overcome his youthful follies, and even with advanced age he is still prone to sporadic decisions.

After helping three people in the Pale the Jarl will bestow the title of Thane to the Dragonborn together with the Blade of the Pale. He also then sells land for 5000 : Heljarchen Hall.
