The Lunar Forge is one of two special forges in Skyrim. It is located at the Silent Moons Camp, northwest of the city of Whiterun. Near the forge are weapons which possess the Silent Moons enchantment and also a book about the forge.
Though it would seem logical that weapons forged there would possess the Silent Moons enchantment, they do not. Only those few found nearby do.
