Farkas has received complaints from some people in Skyrim about a troublemaker that needs to be dealt with.

Your target can be found in any of the cities, villages or inns scattered throughout Skyrim.
Example:
Just travel to the location and seek out your target. Initiate a conversation with them. You can try to persuade them into behaving properly but the easiest way is just to select the 'Brawl' option and pummel them into submission. When they yield, the quest is complete.
Return to Farkas and collect the reward.
