Elenwen is the First Emissary of the Thalmor, the Thalmor ambassador to Skyrim.
She is first glimpsed, on horseback, speaking with General Tullius as the prisoners are brought into Helgen.
Later, the Dragonborn meets her at the Thalmor Embassy during a reception she is throwing.
Finally, she also appears at High Hrothgar for the truce negotiations. At that point, the Dragonborn can choose to vote her out of the meeting or allow her to stay.
