The Amulet of Mara can be obtained from Maramal, a priest of Mara in Riften; he is normally at The Bee and Barb inn, if not he is at the Temple of Mara (also located in Riften). Talk to him about Mara and marriage and then he will offer you the Amulet of Mara for 200 gold, the Amulet may also be dropped by monsters in dungeons. A normal Amulet of Mara will reduce the cost of your Restoration spells by 10%.

Note: If you loot the Amulet of Mara off of a dungeon monster it may be enchanted, if so, the marriage option will not be available when talking to NPCs.

There is also a chance to get it in the chest to the right on the Dainty Sload which is to the east-northeast of the city of Solitude.
