Once you have done these 4 quests for the Thieves' Guild:
This quest "Under New Management" will become active.
Simply head back to the Thieves Guild and talk to Brynjolf.
Then head to the center of the Cistern and you will be made Guildmaster of the Thieves guild.
Talk to Brynjolf and he will give you something to give to Tonilla for the Guildmaster Armor Set. (Note: Looks almost exactly like the original Thieves' Guild Armor Set, but is black, the same as Brynjolf's armor.)
Tonilia will first give a miscellaneous objective as well.
