Nelacar is a former instructor at the College of Winterhold. He can be found at The Frozen Hearth where he runs a small shop. After leaving college, he has returned to this out of the way place, the reason being that he still has research to do, and that being close to his former colleagues is convenient.
He sells apparel, scrolls, books (many spell tomes), and miscellaneous items (soul gems), but additionally buys magic weapons (i.e. staves, Dawnbreaker, Wabbajack, or Volendrung).
Should the Dragonborn ask about an "elven mage who studies the stars", the The Black Star quest is started.
