Lleril Morvayn is a the First Councilor of Raven Rock on behalf of House Redoran. Adril Arano supports him as his dedicated Second Councilor.
He can usually be found in Morvayn Manor and points out a small enclave of Nords to the north at Skaal Village and Tel Mithryn to the east where the Telvanni (also from Morrowind) live as other places of note on Solstheim. And he warns of the many bandits and Rieklings, typical of a frontier.
Lleril is also quite upset about the dried up Raven Rock Mine, which used to be a significant source of income for the community.
