If the Dragonborn speaks with Iddra, the innkeeper at Braidwood Inn in Kynesgrove, she will mention that Roggi Knot-Beard has a large unpaid bar tab for mead. The Dragonborn can then offer to speak with Roggi about his debt. Roggi will either be in the inn or in the mining camp nearby.
If the Dragonborn's speech skill is sufficiently high, a simple talking-to will suffice. Otherwise, intimidation might be necessary, or offer to pay up his debt to Iddra (503
