Skjor has received notice that a criminal has escaped from one of the prisons in Skyrim. He wants you to hunt the criminal down and kill him.

The criminal will usually be outside and hiding near one landmark. Either fast travel to the landmark or run there if you haven't discovered it yet and kill the criminal.
